6.9 SP5 on Windows 2012 unable to create or edit boot disk configurations

I need a solution

I have installed DS 6.9 SP5 MR3 on a Windows Server 2012 VM to test prior to upgrading all of our Windows servers.

The only major hurdle I have run into is that I cannot create or edit boot disk configurations from within the boot disk creator.  Oddly, I can use the PXE configuration utility to create Automation images without problems; however, I need to be able to create and update network boot images.

This occurs regardless of how the BDC is started; Windows demands admin privileges for WinPE images, so I have started the BDC both by running it as administrator from my own user account, and by logging in as the "administrator" user and launching it.

In any case the menu, context menu, and toolbar options to create a new image or (after importing an existing one from our 2003 server) edit an existing image are greyed out.

I have enabled logging, and the only obvious errors are about missing files for the preboot environments I have not installed.

Has anyone else run across a similar problem?  If so, how was it resolved?
